"License in the guidelines that was posted on website (www.btrc.gov.bd) will be issued by the commission under the open licensing procedure and there is no time limit for collecting and
submitting the required application," a high official of BTRC said. The objective of BTRC is to allow the private sector to develop, build, operate and maintain nationwide optical fibre telecommunication transmission network.
BTRC officials said that the telecommunication network will stretch across the country through NTTN and gradually help remove the use of overhead cables in the cities and towns.
Earlier, two times draft guidelines on NTTN published by the BTRC sought opinions and suggestions of the parties interested to obtain the licence on 28 August to 10 November.
BTRC said foreign equity of any interested firm will be limited to 60 per cent. The overseas partner shall directly invest in foreign currency equal to his percentage of ownership and no bank loan from any Bangladeshi scheduled bank or financial institution or leasing
company can be raised for the overseas part of the investment.
For the non-resident Bangla-deshis (NRBs) a maximum of 70 per cent of FDI will be allowed but no loans can be raised locally from any financial institution. A partnership/ consortium of NRB and foreign equity without Bangladeshi partners will not be allowed, the guidelines said.
The mobile operators and Broadband Wireless Access (BWA) operators having licenses from the commission and any of its shareholders, foreign or Bangladeshi, is not eligible to apply for the license. The duration of the license will be initially for a term of 15 years. The licensee will need to submit a bank guarantee as security deposit worth Tk. 100 million in favour of BTRC within 15 days of issuance of license with minimum validity of five years.
One entity will be allowed to get only one NTTN license. One person can apply for only one license either as an individual entity or as a partner or shareholder.
The licenses will be awarded by the commission to the applicants subject to fulfillment of the terms and conditions of certain guidelines. The license acquisition fee for NTTN services license will be Tk 3 crore. The license will be issued after payment of 50 per cent of the paid amount within 30 calendar days after notification of award of license. The rest 50 per cent amount shall be paid within 3 months from the date of license awarding notification, the final guideline said.
The application fee is Tk 50,000 only in the form of pay order/bank draft while annual license fee is Tk 25, 00,000. "NTTN license will extend telecommunication facilities quickly and cheaply to the people and if we complete the project successfully the rural people can easily connect the global information superhighway,"
BTRC Chair-man Major General Manzurul Alam (Retd) said.
