GP Internet Service QoS and Other Issue

BTRC did a great job. however, for whom? I guess this great is meant for the ISPs. I can't talk about other ISPs. However, i can say about my ISP, GP, whose service is very persistently degrading day by day. We never noticed bw/service quality improvements after price
reduction. They are only offer low price package like 300tk. But are not BTRC noticing that they are providing 1GB at this price that even isn't enough for daily mail checking and simple browsing. Earlier I got 25KB+ download speed. Now I feel myself lucky when I get this. The
browsing condition is worse in case of GP. I have seen pages comes in seconds in even normal cable connection getting max of 10KB. But we can go restroom while pages loading in GP. Earlier, we could do voice chat which is now dream in GP.

So, should not BTRC monitor this? I guess, the staffs of GP is convincing them by saying 'See! we are offering internet in 300tk/month".

The reasons for that I usage GP is mobility and honestly their service is 99% (guess) up. I can get xx bytes sometime, but still I am connected online
